Individuals can recruit individuals all they want, but if no one is selling products/services, they can’t make money. All compensation is based on selling real products and services in order to make money, just like any legitimate business.

Pyramid schemes are different, which is why they are illegal. In a pyramid scheme, the only way to make money is to recruit people to sign up under you and pay a fee. A portion of that fee will go to the recruiter and the recruiters above you. No products or services are sold; all compensation is based on recruitment.
